Throughout 2008, Spring Hill city officials tried to come up with a temporary solution to the police department’s cramped quarters until a new and permanent building can be built. Cost estimates to build a combined city hall and police department at 207th and Webster streets were originally about $14 million, but officials began discussing the possibility of building a structure for about $3 million. In July, the city council began considering options to move the police department out of its temporary trailers behind the current city hall, where it had been for about five years, and move it to better quarters. Council member Darrell Beck presented a number of options for temporarily housing the police department, including leasing office space in the Blackhawk business district, but cost was an issue. He also suggested continuing to use the trailers or remodeling the former city hall and police department buildings. There was also discussion about remodeling the old Spring Hill Elementary School building at an estimated cost of $232,000, and Public Works Director Rory Hale said he believed that renovating would project a better image for the police department. Council member Chris Leaton suggested moving the police department to a warehouse in the industrial park on 191st Street. City Administrator Jonathan Roberts said there were two vacancies, including a 3,600-square-foot building and another of about 1,800 square feet. Roberts later brought a proposal back to the council for moving the police department to roomier quarters in the industrial park and, in September, the move was made to 19010 Madison St.
