| County approves budget change for 223rd Street funding |

The Miami County Commission passed a resolution Dec. 24, amending the county’s 2008 Special Capital Improvements Fund Budget upward by $2.8 million. The budget amendment was primarily due to the 223rd Street railroad underpass construction project in Spring Hill, Miami County Fiscal Services Manager Steve Lyman said. As he explained it, funding for the $5.4 million project was not complete when the 2008 budget was first passed. “How the railroad underpass project funding would work wasn’t set yet,” Lyman said. “Since then, $5 million in funding has been put in place.” Miami County Engineer Penny Evans said the project will be funded with $4 million from the Kansas Department of Transportation and federal highway funds, $950,000 from county sales tax revenue and accumulated road and bridge funds, $350,000 from the Burlington Northern Santa Fe Railroad, and borrowed money from KDOT’s Transportation Revolving Loan Fund. Having entered into formal agreements for the project, the county then had to amend the budget accordingly. The underpass project wasn’t the only reason for amending the budget, however. “There have been some others things happen (affecting the budget) in the meantime, but the railroad underpass project has been the major thing,” Lyman said. With passage of the budget amendment, the 2008 Special Capital Improvements Fund expenditures rose from $4,149,616 to $6,975,048, an increase of $2,825,432.

All this tax payer money for a project that is not necessary! Who asked for it? Who needs it? Who deemed it important? Penny Evans?
What a joke, I know dozens of railroad crossings with greater need for a project of this nature. $7,000,000 flushed down the toilet, this is why tax payers are fed up with politicians and govt. employees. Clay Hirner Spring Hill 1
