Proposed 2010 budget shows less funds PDF Print E-mail

City officials are expecting less money in their operating budget for 2010.

The proposed budget was presented to the mayor and council members Thursday during the Spring Hill City Council meeting. Melaine Landis, finance director, said the amounts presented were not official because Johnson County will not be ready until July.

“Almost about everything is the same as last year,” she said.

The preliminary general fund total presented is $4.4 million, which is about $340,000 less than the budgeted amount in 2009.

“Please keep in mind we have a long way to go before this budget will be finalized, and these were only preliminary numbers,” said Landis after the projected amount was released.
The general fund totals included personnel services, commodities, contractual services, capital outlay and debt service.

Requests from outside agencies ranged from $250 to $15,000. Some of the agencies requesting funds included Fall Festival, Green Board, Hometown Holidays, Utility Assistance for Johnson County, Chamber of Commerce and Volunteer Center.

Columbia Road and community development was also discussed. Information discussed included software, preliminary engineering and right-of-way.

“It could be funded through the excise tax we have right now,” Landis said regarding funds collected overtime by the highway fund.

Steven Ellis, council president, mentioned having crosswalk signals for children’s safety after the new aquatic center is built.

Rory Hale, director of public works, said the department is working on Webster Street by applying thermal stripes at all crosswalks in the city. The department requested a one-time amount of $47,000.

About $100,000 was requested to re-paint the water tower to deter rust and other issues.

Some of the request from the Police department included crime reports software, finger print kits for patrol cars and a Cold Fire Extinguisher for $3,225. An officer present at the meeting said the extinguisher is used for NASCAR races and are more effective in saving someone’s life.

The proposed budget will be discussed during a July 16 goal setting session and will be presented on July 25. The final budget presentation is scheduled for July 23 followed by a public hearing on Aug. 13.

Budget certification to counties is scheduled for Aug. 25.
