The housing market is still struggling in Paola, but there were signs of life from the city’s community development department during 2009. There were nine permits issued last year for new single-family homes, which is down from the 15 new-home permits issued in 2008, but there also was a sizeable increase in total building permits issued, according to statistics released by the community development department. City permit technician Amy Barenklau said the total number of permits includes residential and commercial work, with many being issued for people repairing electrical systems following a June storm, along with plumbing and sewer repairs. The 579 total building permits issued in 2009 was a 13 percent increase from the 511 building permits issued in 2008. Of those 579 permits, 222 were commercial permits, and Barenklau said it’s good to see businesses still making improvements in this economy. Despite the increase in permits, total income from those permits was down $32,946 from 2008, which was a 25 percent decrease. Barenklau said that can be attributed to home and business owners tackling smaller projects in 2009. The city was busy as well, with projects such as the new fire station construction, but permit fees are not collected for city projects. If the city had paid permit fees, the decrease in permit income would have only been 13 percent, according to the statistics. Overall, 272 licensed contractors worked on projects in Paola last year, with the total value of all the work permitted totaling more than $6.6 million, according to the statistics. “I was pleasantly surprised to see permits where they were last year,” Barenklau said. The community development department also performed 2,501 inspections in 2009, and Barenklau and building inspector Bill Trout likely will have their hands full in 2010, as fellow Paola building inspector Brian Love recently accepted a new position with the Kansas State Fire Marshal’s Office.
